Define the purpose and operating model

Begin with the problem the PMO should solve: inconsistent delivery, weak visibility, limited skills, or poor coordination. Choose the right enterprise or departmental scope and decide whether the office will coach, collaborate, or exercise stronger control.

Then define services, boundaries, success measures, and the work that qualifies for PMO support. Clear limits prevent routine operating tasks from overwhelming the office.

Develop, launch, and improve

Build practical methods, templates, reporting, and portfolio processes. Test them on active projects and prepare teams through training and early involvement.

During launch, provide intensive support through office hours, coaching, and accessible guidance. The original roadmap describes roughly three months of service-focused adoption support, adjusted to the organization’s needs. Once practices stabilize, monitor results, gather feedback, refine the model, and make onboarding repeatable. A PMO creates value when teams experience it as a reliable resource for successful delivery.
