Read the operating signals

Employees learn what matters by watching which initiatives receive resources, which tradeoffs are accepted, and what leaders reward. A growth strategy can conflict with cost targets when functions are measured differently. Without clear enterprise priorities, each leader may reasonably optimize the wrong outcome.

Make the shared goal actionable

Clarify whether a decision should favor growth, efficiency, resilience, or another business objective. Require leaders to evaluate initiatives beyond their own function and resist allowing personal goals to override organizational needs. Culture changes through these repeated actions. Every management role contributes to the norms employees experience, whether or not those norms match the published values.
