Challenge

A brownfield conversion into a 1.2 million-square-foot facility had fallen a year behind schedule and millions over budget. More than 1,800 construction workers were on site daily, while safety performance and cost controls were deteriorating.

Response

PMO Partners assumed integrated leadership, reset the safety program, strengthened schedule and cost tracking, and worked through contractor conflicts. The team coordinated construction, equipment installation, and commissioning while protecting the manufacturing business case.

Outcome

The team completed construction and handover of the $1 billion facility without further schedule loss. Early production systems exceeded output expectations. Site safety improved from the division’s worst to its best, with more than 5 million labor hours, few recordable incidents, and no serious injuries. The recovery protected a major growth investment while restoring leadership confidence in cost, schedule, and operational readiness.
