Define what the numbers mean

A submission timeline depends on the work included, the starting milestone, data readiness, and available resources. Comparisons become misleading when teams measure different things under the same label. Establish milestone definitions before using benchmarks to challenge a schedule.

Use evidence with context

PMO Partners’ source analysis drew on experience with more than 100 submission teams. It highlighted choices such as using draft tables, listings, and figures to begin downstream work earlier, with an explicit risk of rework. Track measures that expose dependencies and support action, rather than reporting dates without explanation. Better metrics make acceleration discussions more realistic and accountability more precise.
